To make it work, I had to set the first network card to "none" and the second to the one I want. I set it to "[PCI] AMD PCnet-PCI II", but "[ISA16] Novell NE2000" also worked. I assume others should work. To know if it should work, run "winipcfg" inside Windows 98 and select your network card. It will tell you if you have an IP address. (If you have selected "SLiRP", the IP address should be "10.0.2.15"). I found the answer in a YouTube video. I prefer text instructions. If you ever change the card, don't forget to run the new hardware wizard thingy in Control Panel.
